Has Rangel always been a lizard?

He reminds me of an old time mobster boss. He could probably talk his way out of anything, or we shall soon see. He schmoozed his way to the top and now he's looking down a steep hill. No matter what happens, it's a shame some type of Golden Parachute will be given to him. I actually get more ticked at how criminals of this caliber are let off the hook when everything comes out.
