How serious of problem is MS 13 Gang problems across America why would they recruit 3rd graders 2 join gang?

My uncle is a police officer and says that the MS-13 problem is over hyped. He says the only reason its getting so much attention is because its so close to D.C, where all the politicians are. He says that the Mexican Mafia is a much bigger problem than MS-13.
