What is the best monarchy or democracy?

a true democracy would be a great government, but unfortunately there aren't any. also it would involve people actually being involved in there government. in the us people will camp in parking lots over night to get a new phone but will not take the time to vote, we are the biggest joke in the world. sad isn't it.
